Class Title: General Manager
Department: Administration
Supervisor: Morehead Utility Plant Board
Supervises: All Personnel
Class Characteristics: Under general legislative direction, plans, organizes, directs, manages and evaluates all activities, programs and enterprises; insures proper construction, repair and maintenance of systems for collection, treatment and/or distribution of gas, water, and wastewater services for the service area; performs related work as required.
Job Summary:
The General Manager is responsible for the overall planning and management of the Morehead Utility Plant Board ("Utility"). The General Manager provides leadership, develops and recommends short-term and strategic plans for approval by the Board of Directors ('Board"). The General Manager supervises and directs the activities of internal and external consultants, the external auditor and the accounting, office and technology staff, and Superintendents. The General Manager ensures the Utility conducts its business in accordance with established values, sound financial management practices, policies and regulations, and objectives established by the Board.
Reporting Relationship:
The General Manager reports to an appointed 5-member Board of Directors and is responsible for keeping the Board informed with reliable information to enable the Board to make sound financial, policy and planning decisions. This position is an At-Will Position,
Essential Duties and Responsibilities: Other duties may be assigned.
1. Overall oversight and direction of the Gas, Water, Waste Water enterprises; Maintenance, technology and Administration to insure a safe and regulatory compliant operation. Acts as direct supervisor to department heads.
2. Responsible for the planning and submission of an annual budget to the Board. Coordinates related rate studies for gas, water and waste water systems as part of the annual budget process. Provides meaningful data to support recommendations.
3. Seeks external funding opportunities for utility expansion and maintenance. Oversees all grants and contracts and insures compliance with funding authorities.
4. Ensures a healthy, ethical, accountable and positive work environment for employees.
5. Represents the Utility at state, local and national meetings. Regularly attends and represents the Utility at local planning, business and economic development meetings. Stays abreast of regional local issues and actively participates in the meetings/discussions that address the challenges of public gas, water and waste water services.
6. Maintains positive working relationships with customers; city and county officials; state and federal officials; and utility partners to promote the needs and objectives within the service district.
7. Sets the direction of the Utility through goal setting/implementation and the development and implementation of the Utility's strategic plan. Communicates goals and strategic plans to superintendents and employees and the user community. Keeps the community and users informed of Utility activities through various and appropriate media.
Qualifications
Work Experience:
A minimum of five years' experience in progressively responsible, successful management experience (preferably utility experience), including supervisory experience, financial management, and strategic planning.
Education and Expertise:
Minimally, a Bachelor's degree in engineering, or business administration, finance, public administration or related field; or proven work performance and experience, plus the required knowledge, skills and abilities to successfully carry out the duties and responsibilities as defined.
Language Skills:
Possess excellent communication and facilitation skills. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write professionally the reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of superintendents, clients, customers, the general public and the Board.
Reasoning Ability:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Other:
The GM shall have general knowledge or background in the functioning of accounting and other office administrative software applications.
While the Utility prefers the above qualifications the Board has the flexibility to work within the Qualifications framework should an applicant possess alternative and acceptable qualifications.
Certificates, Licenses, Registrations:
Professional certifications preferred.
Valid Kentucky State driver's license required.
Work Environment:
